TechDonation is operated by The Hong Kong Council of Social Services (HKCSS), and was launched in partnership with TechSoup in December 2007. HKCSS was established in 1947, with clear vision and professional expertise, non-governmental welfare agencies committed to sustain and develop social welfare in Hong Kong. HKCSS has grown since then to become an umbrella organization of over 340 Agency Members, that provide over 90% of the social welfare services for those in need through their 3,000 service units all over Hong Kong.

What do they do?
Friends of the Earth (HK) (FOE) is dedicated to protecting the environment locally and regionally by engaging government, business and society in promoting solutions to create environmentally sustainable public policies, business practices and lifestyles. It was established as a charitable organization in 1983 and today is one of Hong Kong's most prominent green groups.

How big are they?
They currently have a membership of more than 6,000 individuals.

What did they receive?
Microsoft Office 2007 Standard and Office Professional Plus 2007

The outcome?
Due to limited resources, FOE had shelved the plan of upgrading Microsoft Office 2000 to 2003 / 2007 for 2 years, which had caused the group some inconveniences . For instance, Office 2000 Outlook only provides 2GB email space which is not sufficient for storing old emails. And the PowerPoint version of Office 2000 cannot resize the pictures. But after FOE upgraded to 2007 through TechDonation, Office 2007 solved the problems mentioned above and improved effectiveness overall. It’s a great example of how TechDonation helps the NGOs reduce costs and improve organizational efficiency.

科技也有雞湯

　　年前《心靈雞湯》系列的書在英美大行其道，中譯本也不少。原來不但心靈有雞湯，科技也有雞湯。「科技雞湯」（Techsoup）是美國非牟利機構和大型網站，專門為非牟利機構提供科技方面的援助。網站載有大量文章，討論非牟利機構如何使用資訊科技改善服務、增進知識、籌募款項等，又設有討論區、新聞區，以及供應商名錄（Tech Finder）。其中最吸引的項目相信是產品捐贈。　　TechSoup幫助慈善機構可謂身體力行，在三藩市成立已經超過二十年，為非牟利機構提供支援服務，而捐贈計劃在美國已舉辦了超過五年。網站向多家商業機構募捐產品，再贈予慈善機構，產品捐贈商包括思科、賽門鐵克及微軟等，計劃已發放總值2500萬美元的軟件予近五萬間非牟利機構。

　　TechSoup於2004年將計劃拓展至加拿大，更於2006年發展至英國、比利時及波蘭。這三個國家在舉辦計劃後的三個月，共發放了總值超過100萬美元的軟件。

登陸香港

　　這項計劃如今終於殺入香港。科技捐贈計劃（TechDonation）是由香港社會服務聯會與TechSoup合辦，透過此計劃，機構只需付出少量的手續費，便可獲捐贈專業軟件。為了增強機構的資訊及通訊科技能力，計劃亦會提供科技計劃上的資源、意見及支援。「科技雞湯」與社聯合作成立了一個新網站 TechDonation.org.hk，上周開始試行投入運作，初期捐贈的是慈善團體最基本需求的微軟軟件。

　　香港的慈善機構資源一向緊絀，尤其是中小型機構，可供資源調動的空間相對較小。在一筆過撥款機制下，機構投資於資訊科技和效率改進方面的資源更見落後。部分機構更沒有接受社會福利署資助，尤其一些與應用資訊科技相關的機構，平安鐘一線通和老有網便是其中表表者。慈善機構知道科技有助提升效率，也明白二十一世紀營運之道，實在難以不應用資訊科技，奈何捉襟見肘，一直以來都是望門輕嘆。

　　TechDonation的特色之一，是受惠機構並不局限於社會褔利服務機構，也包括其他經過稅務局確認為豁免繳稅的非牟利機構，例如一些發展文化藝術、環境、保育、教育等組織，所以，計劃是對香港發展公民社會非常有利的。在港帶頭參與計劃的微軟香港總經理林向陽曾在項目的介紹會中說，過去社會服務機構應用資訊科技和購買他們的產品其實不夠多，所以，計劃中的捐助，並不會對企業的收入有多少影響，也不是「消極」性質的援助，反而是對提升社會資源有利，甚至創造新的未來市場需求的上佳投資。

期望業界參與

　　業界與政府可以做些什麼？筆者會與社聯合作，透過業界商會組織共同向資訊科技商界介紹，希望更多軟件、硬件和服務供應商能加入這個有意義的計劃，除了大型國際跨國公司外，也希望有本地和內地公司可以參與。香港的TechDonation是TechSoup整個環球科技捐贈計劃的一部分，也是全球首十一個先導國家╱地區之一，亞洲區的第一個。筆者與香港互聯網協會，也在開始籌備協助社聯尋找亞洲其他地區的合作夥伴，這除了是盡了一點國際公民責任之外，相信對推動香港的資訊科技業界的國際形象，也有其正面作用。

　　在香港政府口說要推動社會企業的今天，TechDonation所提供的社會資源和效率提升是重要和合時的。作為一個公民社會與商界的自發合作項目也讓我們看到，社會企業的定義和範圍是廣泛和多元化的，並非是限於「為弱勢社群提供就業的小生意」。

　　政府不止講錢，也可以配合在科技應用和管理水平方面作提升，而且，引入商界和專業界別人士的協調和幫助，效果可更為顯著。
